According to the Financial Consumer Agency of Canada (FCAC), the Code of Conduct for the Canadian Credit and Debit Card Industry clearly states:

"If a supplier introduces a new fee or increases an existing card-related fee, they must notify the merchant 30 to 60 days before it takes effect.

The merchant then has the right to notify the customer that they are terminating the contract without penalty within 70 days of the change taking effect.

And if you have not received proper notice, you can cancel immediately and without charge.
